Public Discussion on Presidential Regulation No. 110/2025: Strengthening Indonesia’s Carbon Market Ecosystem and Pillars of Climate Sovereignty, held at the MPR RI Complex, Jakarta
Our Senior Partner, Kirana Sastrawijaya, took part as a featured speaker at the Public Discussion on Presidential Regulation No. 110/2025: Strengthening Indonesia’s Carbon Market Ecosystem and Pillars of Climate Sovereignty, held at the MPR RI Complex, Jakarta.
The discussion, organized by Association of Carbon Emission Experts Indonesia – ACEXI, ILUNI UI (Ikatan Alumni Universitas Indonesia), Policy+, and the MPR RI, served as a strategic platform to explore the legal, economic, and institutional frameworks that will shape the implementation of PR 110/2025. The regulation marks a pivotal moment in Indonesia’s commitment to encourage carbon trading and accelerating the path toward Net Zero Emissions 2060.
In her remark, Kirana highlighted that PR 110/2025 attempts to tackles main roadblocks of robust development of carbon trading through e,g,:
1) enhanced coordination between MoE and sectoral ministries through the requirement of obtaining sectoral ministries’ recommendations prior to Ministry of Environment (MoE) issuing SPE-GRK (carbon certificate) and authorization for international carbon trading;
2) clear distinction between measurement, reporting, and verification (MRV) for mitigation and adaptation actions which are recorded in SRN PPI (climate change national registry) under the authority of MoE, whereas MRV for carbon pricing is recorded in SRUK (Carbon Unit Registry System) under the authority of relevant sectoral ministries;
3) a mandate to establish a national carbon trading roadmap under the coordination of the Steering Committee – previously only sectoral roadmaps are required;
4) enhanced role of the Steering Committee by adding the Coordinating Minister for Infrastructure and Regional Development as vice chairman and the Financial Services Authority (OJK) and the Ministry of Foreign Affairs as members; and
5) recognition of voluntary carbon market, internationally certified carbon units, and international carbon trading without waiting for the achievement of NDC targets.
Although further implementing regulations are still required, these improvements provide positive momentum for strengthening the national carbon ecosystem and advancing carbon trading.
